Your ISP may also provide you webspace...ask them...many provide anywhere from 2megs to 10megs of free webspace to subscribers.

I'm not sure exactly what you're asking.  If you mean a .gif banner to advertise a page, then you can download an image creation program (such as Paint Shop Pro, available at www.jasc.com) and create the banner.
