I am currently running the newest May 1998 Developer's release-- RC1 and it does not have this function.  I do not think it will be happening this time around!  all you get with Win98 is a few updates to current functionality and other bells and whistles.  For a complete listing-- you can reach www.microsoft.com on the web.

1. Run regedit.exe
2. go to HKEY_LOCAL_MACHINE/System/CurrentControlSet/Services/VxD/MSTCP
3. Create  String Key EnableRouting
4. EnableRouting=1
5. Reboot
