Cannot install USR Winmodem driver

I have a US Robotics 28.8 Winmodem. I tried installing the driver from its disk, but Win95 displays the message: "Select Device: The specified location does not contain information about your hardware." I checked the disk for the *.inf files and they're in the disk. I even tried using another original disk, and I get the same message. Please help!

Reloading the driver worked "partially". The new driver was able to load Winmodem into the Device Manager's list of hardware. However, there was still a "resource conflict". After several installations and uninstalls of Winmodem, I figured out that COM2 (for some reason) was in conflict with Winmodem. I tried other COM ports, but no luck, either. So I disabled COM2 in my BIOS settings. And now the modem works! If anyone can explain why this happened, I'd surely appreciate the comment.
