Unfortunatley, I don't have access to Technet and have unsuccessfully located the answer to the followin question...........
What does "Eventid: 4248" mean?

This is a wins error message and enclosed is a link for you to look at.  

4248 The Scavenger thread was unable to change its priority level.

I do not know the nature of this message but at least knowing what it is can help you further troubleshoot it.
