Hi, I am assuming you are trying to keep this cheap.
I would like to know before answering:

What type of computer eg 486, pent etc is the file server going to be and what type of computer are the dumb termals ???

you will not be able to use "dumb terminals" - only PCs.

Assuming you have 3 PCs' you will need a buy a "network hub". You will also need 3 "fly leads" the are

UTP (unsheilded Twisted pair) with RJ45 connectors on them. They need to be "straight through cables" as well.

You are also going to need three network cards

IF you do have three PCs, and one is the NT file server, you can boot the other to PCs in a DOS mode to connect to the server.

Otherwise, as you have mentioned in your question 1 PC and 2 dumb terminals can't be networked.  Only PCs can be networked with NT.

ok, then assume that l have tree PCs', one is server then others are NT workstation, and tree of it have network card with 10base2 and 10baseT connector. can i connect one of the workstation to server 10base2 connector and another to 10baseT connector without using Hub ?
