find a free/share software to edit a mpeg video in VCD

Dear Madam/sir,

Where can I find a free/share software to edit a mpeg video in VCD ?
(only basic functions are needed, like cut, save, paste, save-as.)

These programs allow you to edit mpeg files.

iFilmEdit looks like your best bet. It does work with VCD.

There are also programs which can cut an  mpeg from VCD and then you could use any mpeg editor.
