Pls Help - Need to "make" CGIWrap on WIN98?

I am running WIN98, and I have downloaded "CGIWrap" for our shopping site cgi, but can not figure out how to execute the program to "MAKE" the CGIWrap to install it?  Do I need a C++ program, and if so, is there a free download on the web?  Thank you for the help.

If this wrapper is written in either C or C++ then you can compile it with DJGPP, a superb DOS compiler found at www.delorie.com/djgpp. And it is free!
