I am writing a program in C++ that simulates the process state transitions for processes in a computer system.  I have to maintain process control blocks for all processes admitted into the system until the process exits the systems.  Can anyone help?

I assume this is a homework assignment.

We cannot provide answers to homework, but we can answer SPECIFC questions.  We can also review code that your write (or algorithms you suggest) and offer suggestions.

Do you have specific questions you can ask, or do you have any starting code?

There was not need to accept this as an answer!  I am happy to HELP you.  but you have to give me something to work with.  we can't provide answers to school assigments.  That is unethical and in violation of your customer agreement with EE.
