Change your scratch disk in the programs prefs file. I assume you are using the import filter in Photoshop. It would be a Photoshop pref...more than likely.

If you only have one disk and it is full, then you need another HD or Zip or RAM Disk. Photoshop makes a temporary file (invisible) for every open document. It works just like Virtual Memory. You can make more space available for Photoshop (or your scanning software) for use as a scratch disk by turning off Virtual Memory in you Memory Control Panel. This will not replace the need for a bigger hard driver though.

The invisible file lives on the scratch disk.
