first of all, how is configure your modem ?  Does Windows 95 recognize your modem or do you have install it with a disk.  If windows 95 has autodetect, verify that it s well the right model of modem and not a standard modem.  Verify too the speed of the modem setup.
If problem persist, you will maybe have to reinstall win 95 cause problems with vxd file is often a source of conflict wich can be eliminate with a reinstallation. ( Dont worry, you will not be forced to reinstall all your program and desktop, it will only take you an half hour ).
An other solution is to find the driver of your modem on internet on the 3com.com site and install it manually.

Try it and good luck

You can try uninstalling and reinstalling mwave and card services, but honestly, call ThinkPad techsupport. I have gone done a similar path, reinstalled Win95 for a simple suspend mode crash that left my machine inoperable. All it need was a simple hibernation file delete. After I was through with the Win95 reinstall, nothing worked and eventually it required to be sent back to Ibm to reformat the drive and reinstall. My best advice to you is call ThinkPad support, they will answer very fast and put you in the *correct* direction. Best of Luck
