I'd like to know if there is any programs available to create a program to be played on a Modded Playstation console through a burnt CD...

Perhaps you should take a look at
http://www.blackbag.org/psx/playstation/playstation.html

Your programs have to be compiled with mips gcc and burnt to cd

There is another option, but that's rather expensive. Visit
http://www.scee.sony.co.uk/yarinfo/txt/indtxt.htm
With this special Playstation you can create your own programs without writing them to CD. This Playstation is only available from Sony and costs 549 English pounds.

I have asked this question alot myself.  You should also look into the Yaroze PSX, which is a Playstation that you can program games with.
