There are a few ways to make screen savers. For just plain pictures there are a lot of freeware and shareware programs that do it. Just go to Yahoo or a big shareware/freeware place and search for screen svaer maker. You should find a lot of them.
You can alo get programs like Multimedia Fusion from IMSI for about $100.00 that can make true screen savers.

First of all a screensaver is an executable file, which resides in the windows directory. Like sheldonm says there are several ways.

The way he describes is the simplest. There are lots of shareware and freeware programs to make collect some pictures in bmp (sometimes also other formats) and display them as a sreensaver. In those cases the executable file is already supplied and you don't have to get into programming.

If you want to get into programming you can make a screensaver EXE in almost any programming language that make an EXE. Example are:

C/C++ (Microsoft/Inprise)
Delphi 1.0, 2.0, 3.0 and 4.0 (Inprise)
Visual Basic

Screensaver exe's reside in the windows directory and have the extension SCR. (They are just plain executable files that have a different extension). They have this extension because all screensaver executables must accept some command line options. They specify how the screensaver must be run.

A screensaver can run in several ways (all have a different command line specifier).

1) Setup mode
here the user can set some properties of the screensaver. For example how fast or how many items the screen saver should show.

2) Password mode
here the user can set the password that has to be entered when the screensaver stops

3) Preview mode
then the screensaver must display itself in the preview panel that the screen setup dialog supplies

4) Normal run
then the screensaver runs in full screen.

If you want to write the executable yourself, I can give you various resources. I myself write mostly in Delphi and have some freeware example that I could send you. If you are not a programmer I should warn you that writing a screensaver can be a daunting task.

I hope I have supplied you with enough info to be able to make a decision.

Comment:

The format in which you can you the picture depend on the soft ware you use to make the screensaver.

The safest is to use BMP format.

Visual Basic 4.0 is a very easy, or should I say less taxing way to ceate a screen saver. If you have Visual Basic the Help option of the IDE menu has a couple of examples.

Screen savers was a pet of mine when I programmed in mostly MSVB.
Creating Screen Savers got harder once MS lost the ability to use VBXs.

Some of the controls got lost when MS started to use OCXs.

Some API calls are no more now that MSVB is a 32bit developement tool.

MSVB 4.0 has some 16bit API calls that make Screen Saver creation simple.
