Hi,
  Is there any function in MFC or Win32 library that can rotate a DIB in any abitrary angle in both Win95 and NT ???
  Is there one in the library Vedio for Window ???
  If no, is there any such sample program in the web ???

pls go online help for information about Bitmap Rotation:

Platform SDK->Graphics and Multimedia Services->2-D Graphics->Bitmaps->About Bitmaps->Bitmap Rotation
