ftp between linux and win98

How do I ftp to linux from my win98 machine over a lan network. I ftp from a dos prompt, but i can't log in as root.  I need all access permissions to do file transfers and i don't know how to give myself 100% access.  I know how to ftp, but I keep getting access denied on some commands.  Please help me!

Edit the /etc/ftpusers on the Linux box.  Typically, the file contains these three entries:
  root
  uucp
  news
Removing the user 'root' should do the trick.
