I suggest you take a look at the RASAPI functions in the online help of your VC.  Search for "Remote Access Service" or "RAS" and browse from there.  It discusses functions like RasDial() etc. that allow you to control the dial-up connection.

I  linked the rasdial ;but in win95 ,i run the application using  rasdial api ,there is no respond ,is there  anything that must  be done such as initialling modem setting before calling rasdial? I pass the params such as telenum, username, pwd, domain to call rasdial
Is there anything else to be add to establish the ras connection ?
