Yahoo is a good one to do this. (http://www.yahoo.com)

If you are in the US you can search by state for ISPs, eg

Regional: U.S. States: California: Counties and Regions: Bay Area: Internet Services: Access Providers

Regional: U.S. States: Illinois: Cities: Chicago: Business and Shopping: Companies: Internet Services: Access Providers

Elsewhere, the format is slightly different:

Regional: Countries: United Kingdom: Business and Economy: Companies: Internet Services: Access Providers

In general, search for your region and when it lists the results of the search, do another search FROM THAT SCREEN for "Internet Services" with "Just this category" enabled instead of "All of Yahoo".
