WHAT THE HELL IS THE FOREGROUND BUTTON

I'm trying to follow a set of instructions in a magazine on making a sidebar in paint shop pro 5, my problem is on one of the steps it says press the foreground colour button, what is the foreground colour button

well...
One of the tools shows you the active color you're using...
(usually are 2 squares)
(this is the foreground color)
the other one you have (the one is behind) is the background color, the one is usually used to erase, etc....

This is the same in the most of the graphical progs.
