Different language settings between MSDOS-promt and Windows98

How come I get Norwegian keyboard layout in Windows98 and English Keyboard layout in MSDOS-prompt?

Look for the file "keyboard.drv" in x:\windows\system, read the documentation for installing Norwegian keyboard layout.  Then insert device=keyboard.drv /parameters in your config.sys. Restart your computer.
