Adding an Executable to the "Outlook Bar" in Outlook 97

I want to add a shortcut to my browser to my "Outlook Bar" in Office '97, but when I try to add something, it seems like I can only add a folder, not a program.  How can I add a program.

Please don't respond with "it can't be done", anything can be done.  If you can add a folder, you can add a file (since a folder is really just a special file)...

Here is an article that addresses this issue in Technet. It does have a workaround for the shortcut restriction to only Folders and MAPI  folders.
