Tables in Netscape

I am trying to make a table that will have a border above it that contains a background image, it works in msie but not in Netscape. Here is the table I am using, what can I do to make it work in both? This table in imbedded inside another table if it makes any difference, no bg color or image was specified for the other table

<TABLE CELLPADDING=3 CELLSPACING=0 WIDTH=100% BORDER=3>
<TR><TD  BACKGROUND="../images/bgtables.jpg" HEIGHT="8"></TD></TR>
<TR>
<CENTER><TD>text here</TD></CENTER>
</TR></TABLE>

The background images in Navigator does not work... You could do something like this:
<TABLE CELLPADDING=-10 CELLSPACING=-10>
   <TR>
   <TD COLSPAN="3"><IMG SRC = "topborder.gif"></TD>
   </TR>
   <TR>
      <TD><IMG SRC="sideborder.gif"></TD>
      <TD>
      <TABLE>
          your table here
      </TABLE>
      </TD>
      <TD><IMG SRC="sideborder.gif></TD>
   </TR>
   <TR>
   <TD COLSPAN=3><IMG SRC = "topborder.gif"></TD>
   </TR>
</TABLE>

That will make top, bottom, and side borders...

Massey's solution will work, with one modification:

<table border=0 cellpadding=0 cellspacing=0>

You must eliminate all spaces between cells, then is will tile correctly.
