Frontpage puzzle on server

As a Frontpage newbie I don't know if this is a Frontpage98 error or a server error.
I can publish my Webpage to the <root web> on my virtual webpage at my dialup ISP with no problems. When I try to open the web with FP98 (to change page properties, etc) I get the following error;

'Server error: Web <Root Web> is busy. Please try again'

To check this I can at the same time open the site with CuteFTP. The ISP server says there is not a problem at their end. Any ideas ?

Check that the ISP are definately running all of the FP server extensions.  If not then you can see this or similar problems...it usually means that you have to work on your site totally locally and then re-publish each time.
