This file is a MS Windows custom control which is for example used by VisualBasic-programmers to write TCP/IP-Applications. Some programers seem to forget, that they have to distribute the OCXs with their program. So it should be easy to get the file from a programmer who has got for example a registered version of VB. Try to contact the programmer of the program you use. As far as I know they are allowed to distribute this file with their programs.
