I'd like to know what's the Ip Address at Internet, how can somebody track him and how can somebody track you using him. Please, details.

The IP adress is a unique (almost in every case only LANs should have some special IP-adresses which can be used several times in different LANs) adress of the computer (printer) with an internet connection. If you have an ip-Address you can use traceroute ip-adress to look how you can reach this computer (this works with unix). With windows some ping and other shareware utilitis are able to show you the way to this adress.

If i want to track somebody, must i be connected to it? How? Can i do this by the ICQ?

No you must just be connected to the internet and his computer must be connected to the internet. What is ICQ?

Use traceroute with unix or a ping utility in Windows 95. I don't know which OS you have.
