ROM slots are for ROM.
RAM slots are for RAM.

Sometimes, engineering anticipates the finalization of new ROM's and orders connectors in a production run. If the ROM's are not ready or don't work as planned, the old version ROM's are soldered into the motherboard. It is an either/or situation. You do not need both.

Dirty contacts on connectors can cause any number of problems and it is easier to solder chips into the motherboard than it is to remove the connector without damage, which is why, on some machines, both are present. Other scenarios are possible.
