NT ISP with ODBC

Has anyone got recommendation for an NT ISP with ODBC links, that provides this service for a reasonable price?
We are looking to develop a database app on the Web and would like to use SQL Server or I suppose Oracle would work as well. Probably using frontpage etc.
In US/UK.

Try www.ispcheck.com, they have a search engine where you can specify what you want, including database access...
