Read external file like .ini and .txt ?

How can read an external file in .ini and .txt format , and retrieve parameters from that files ?
How java script achive that function ? Beside, java script can html or cold fusion able to do the same task ?

Javascript cannot read from an external file nor can regular HTML, as for Cold Fusion I am not 100% sure, but I do know that ASP can... the code for reading via ASP is very simple if you would like it..
