dev kit for BT848 based TV cards under Win32

i have a PCTV card by Modular Technology, and i need to get the programming kit for it so i can control the tv card in my own application (under either 'Win95 or NT). thing is, the tech support people at MT weren't exactly helpful, and i was wondering if anyone out there can help. i'm specifically looking for the dev kit that Brooktree makes. (btw: i know it exists, since my card uses it, but i just haven't got the headers or import libraries)

btw2: i already tried Brooktree's and Hauppauge's website, but found nothing useful there.
btw3: i know there are drivers/sdks for Linux but i'm a bit sick of it right now, plus the fact that the font support under X is rubbish (when i last used it). and i'm not that used to X.
