Win98 freezes at shutting down and restarting

I updated my OS from Win95 to Win98 and everything seems to work well except when i shutdown the system i get a screen telling about preparing to shutdown my coputer after that it freezes. It happens not every time but often. The same i got when i restart the computer(not so often but it does) . Also Win98 sometimes likes to freeze one of the game which ran well in Win95.
I got Pentium 200 MMX with 32 RAM, ASUS TX97-XE smart ATX Mainboard.

correction, it is start-run-msinfo32
then tools-system configuration utility-
under the general tab, click advanced, and put a check in the box labled disable fast shutdown.
