Do you have Norton Antivirus?  If so disable it.  Try to see if your problem has been solved.  Sometimes the Antivirus programs can cause this.

It's not Norton Anti-virus...cause it works on systems that have Norton Anti-Virus...just fine... It's using an Access database. The systems have plenty of space and memory...swap file has been increased..... all suggestions...have I received from other sources have been tried --- but nothing seems to work. Thanks, for the suggestion though. Any other suggestions are welcome...this is becoming really frustrating.

I realize that it is an access DB.  I recommend you try what I said.  The Norton Antivirus causes this sometimes.  Try it.  It may be your problem.
