Resource String editor with D4?

The D4 feature matrix :

mentions a new 'Resource String table editor' that comes with the Prof and C/S editions but I can't find anything like that.  Where / what is it?  I'm expecting to find something like Resource Workshop.

I don't know if it can be brought up independently, it doesn't look like it.  One way that does work, and is hinted at in the help, is to either create an app or open your existing one and with the app open select File | New | Resource DLL Wizard.  Complete the wizard and when it is finished bring up the project manager for the newly created project.  It will contain a .RC resource file.  Double click on that file in the Project Manager and that will invoke the String Table editor.
