If we can compile a perl in windows, using what program??
where can i d/l it??
how can i used it??

You mean:
Run a perl script? -> Yes you can.
Compile a perl script directly to exe -> Not directly.
Compile a perl script to C -> Yes, in beta.

I recommend using ActivePerl at http://www.activestate.com.
Documentation is included.

Yes, you can.

If you want a binary distribution (Not recommended if you have either MS Visual C++ or Borland C++), get it from

http://www.perl.com/CPAN-local/ports/win32/Standard/x86/perl5.00402-bindist04-bc.zip

Also, while you're there, get the following

http://www.perl.com/CPAN-local/ports/win32/Standard/x86/perl5.00402-bindist04-bc.readme
http://www.perl.com/CPAN-local/ports/win32/Standard/x86/libwin32-0.12.zip
http://www.perl.com/CPAN-local/ports/win32/Standard/x86/libwin32-0.12.readme

Read the readme's, do what they say, you're set.

If you do have a compiler...

go and grab (Note that winzip will deal with *.tar.gz files)

http://www.perl.com/CPAN/src/latest.tar.gz

Also grab the following two files

http://www.perl.com/CPAN-local/ports/win32/Standard/x86/libwin32-0.12.zip
http://www.perl.com/CPAN-local/ports/win32/Standard/x86/libwin32-0.12.readme

unpack the latest.tar.gz, read and follow the directions in the file readme.Win32.
Then do the same thing with the libwin stuff, and Bob's your uncle!
