Is there a way I can update this file from version 4.00.95 to 4.70?

Yes there is. The file may be downloaded off the internet and simply replace the old one with the new one. Or i have the version 4.70 if you need it. Let me know and i can email it to you. it is version 4.7.0.1146 and the file size is 379152 bytes.
