Count the pins on the connector, if it has 15 it may be a VGA or super VGA monitor. If it has 9, it isn't worth the time to plug it in, it may be CGA or monochrome.  If it has 15 pins and will display VGA color, it will display all color depending on your video card. The real key would be resolution not number of colors.  If it's VGA, go ahead and plug it in and see what you get, if it's CGA, toss it in the garbage or use it as an anchor for a small dingy.

The answer is that the amount of color has nothing to do with the type of VGA color monitor you have. If it is color, and it has 15 pins on its connecting cable then the answer is YES, it can produce 256 colors.
