SCSI is a card in your computer that controls devices.  For example there are SCSI hard drives and there are IDE or EIDE hard drives.  SCSI has the advantage over IDE for speed.  If you have a SCSI controller you can use SCSI devices such as CD roms or Hard drives.  SCSI are fast but expensive and difficult to install.  The SCSI works independent of the computers Microprocessor therefore you can run several devices at the same time.  Where a normal IDE hard drive gets its instructions from the computers processor.

DVD is digital video disk.  DVD can hold up to 17 gig of data and is two sided. as compared to 657 mb that cd rom can hold.  DVD is most likely the future, but at present, although prices are comming down in DVD, you can get any title in CDROM, where DVD is still new so selection is limited.  If you are looking from a Video standpiont, DVD is your best choice for outstanding video and resolution.  CD's are still the standard, Recordable cdroms are available at low prices, where DVD recordables are rare and cost more that $15,000 now.

Correction, SCSI is not a "card", but a type of connection which stands for small computer system interface. The card part is a SCSI adapter that either connects to PCI or ISA slots in your computer.
