How to create the sound bar when playing and recording wave ???

Hi,
    I 've created an app that can paly and record wave file.

And I want to make a sound bar that can display the intensity of the sound whenever playing and recording just like any record/play application provided by sound card.

How can I do that ??? The green,yellow and red bar seems difficult to make !?
Can I do that by simply calling API ???

The Program 3. Wave Meter is what you want. You can easily do the same thing with the recording.
