How to add a scrollbar to a dialog

How can I add a horizontal scrollbar to a dialog.
Ok, I now how to add it visually but this scrollbar will always be visible.
I want the scrollbar to be visible only when not all the controls in the dialog are shown (as the normal behaviour should be)

Show/Hide the scroll bar using ShowWindow or flipping the style bit in the dialog (using ModifyStyle)

You have to write the logic yourself to do this.

Use MoveWindow to move the controls around.
