Is there a way to convert jepg file format to gif format if so how or what programs is needed if any.

It can be done by any graphics editor or even view(with convertor). U can use Photoshop,
Photofinish, Coreldraw, SEA image viewer, QPEG image viewr, or even dos standart
pv.exe (in dos dir).
