How update Active Desktop (ie4, win98)

How I can inform Active Desktop (ie4, win98), that he was updated (that occurs for want of pressing F5). I made the following:
 SendMessage(HWND_BROADCAST,WM_SETTINGCHANGE,0,0)
but to him nothing occurs.
