I don't know what webmaster7 was trying to say, but to do this, there are two ways which have slightly different functionality:
<a href="javascript:void(0);">link<a>
<a href="#">link<a>
The first one does nothing, while the second one just reloads the page and moves to the top of the page.  The second one is more compatible with browsers while the first option works much better and should be compatible with most javascript enabled browsers.

If this answer solves it for you, be sure to reject webmaster7's answer before grading, and ask me to answer.  If you use his answer (webmaster7:not sure what it was about??) then grade him.

I'm assuming that my comment helped you.  You didn't supply a comment as to why you rejected the answer that webmaster7 provided, but I know that my solution works for making links do nothing....
