As I know there is no a direct bitmap to ttf converter. But u can do that in 2 steps:
1. Vectorize the bitmap to an EPS file. Using, say, Corel Trace.
2. Import the EPS file into a TTF font editor like Fontographer, and then save it as TTF.
and all is done.
If u find a direct converter from bitmap to TTF, please let me know. But I dont believe that since a bitmap represents a single character and the TTF file sores a set of characters, up to 65 thousand!

i think fontlab say their product can import bitmap and export to ttf but i tried it got a error when i try to install the font

I dont know Fontlab. Maybe. Anyway there are 2 steps: importing and then exporting.
Anyway TTF files are a little pretentious. A real TTF editor costs thousands bucks.

Fontographer is not free, And I think there is no a demo version.
If you'd like to wait from some days, maybe I'll put a version on my site for you
