You need to get a multimedia program such as Adobe Premiere to be able to create the formats you seek.  Premiere can create AVI's, MOV's, MP3's, and more and converting existing files is a snap.  You can selectively control the compression ratio / vrs quality of the final output (yes the more you compress the lesser the quality) as well as the color depth, movie size, audio controls, frames per second, and more.  It's everything you are looking for.

I know adobe premiere can import AVI, Mov and mpeg, but I can't

AVI, TIFF sequence, TARGA sequence, Quick Time, GIF sequence,
Animated Gif, Film strip, Flc/Fli, and bitmap sequence.

This there some way to save as mpeg but I don't know?
I'm using premiere 5.0 for windows.
