The Sept.'98 issue of Consumer Reports (p.63) gives
a phone number for a US Robotics system called LineTest
that determines the particular maximum speed of your
own phone line even with an existing slower modem
installed.
The listed phone number has been disconnected and no
further information about it is given.
Can an "expert" guide me to running such a test?

Looks like CR has the wrong number.  Here's the site that gives you all the information on the line test.

The number isn't a toll free number, but if I remember right, it only takes about a minute.
