As long as the VC DLLs and OCXs under windows/system directory are not cleared by reinstallation, your method should work. However, as I am not sure whether reinstalling windows will first clear your windows directory, it is safer to make a copy of all the files under your windows/system directory. After your windows is setup, you can then check to see whether anything is missing, in which case you can still copy the required DLLs to your system directory.
One suggestion: If you really decided to reinstall windows, do it thoroughly. Backup your data files and format your HD. Setup of VC++ requires only 20 minutes if you have a fast CD-ROM and processor. So why bother? :-)
