Exactly what is says: when you would do a "view source" of the document, the document is empty.
The message is popped up by the browser when it has opened a url which is such an empty document.
That does not mean that nothing has happened. When the url is a cgi, then the server can have processed many things, but it just did not return anything to the browser.
