There are several levels of a Win95 reinstall

In a reinstall Win95 tries to maintain as many previous settings as possible. Alas, sometimes this also preserves the previous problem.

The safest way to reinstall is to delete everything from the "Windows" Directory. Then everything is really gone.

I had this problem once, and it was the only solution
