Sap,

You would have to manually edit the registry.  However, a small utility called MichaelAngelo will do this for you.  Please consider this utility cause it will do the same thing as you would have to do manually: edit the registry.  Also, it would be a lot safer and less tedious.  Tell me what you decide.
sap,

  Sorry, it is called Microangelo.

Sorry dankh to reject your answer, the points are yours but i still have trouble changing icons of favorites folder, log off key (win98), control panel, printers folder etc.

Do you have a solution? if not repost answer and i accept.

Sap,

Microangelo will change a lot of things, but i don't know if it will do what you ask.  Leave this question open for a few days and see if anyone knows how to do it.  I thought Microangelo could change the Control Panel icon?

Dankh,

Microangelo changes the control panel icon, but only in the explorer not in the start menu. It's the same for the printer folder, find files or folders, people etc.

Sap,

Opps, i was thinking of the major folders in the Start Menu, not the sub folders.  Sorry.  :)
