How to get a <A HREF to bring up new browser?

Dear ?,
     I currently have Hypa-text links in my HTML of the
form <A HREF=... </A>. When clicked the target is
displayed in the same browser. How do I get the
target to come up in a new browser task?

will open th new file in a newwindow
