Hwo to rotate a bitmap??

Hi,

 I have to rotate a ordinary(2 dimensional) bitmap by some angle.Is there any way,by using DirectX.I don't want to use
"PlgBlt" API, as it makes process slow.

Please explain in Detail

DirectX hasn't any functions for that( At least DirectX 5.0, maybe in 6.0 there is a function for
that).

I personally use a graphics package such as Victor's Catenary imaging library.  It's got a real fast rotate function that works off a floating point variable.
