Paper Input Problem

I have a HP Deskjet 600C and the paper will not load in. The printer will not print anything and keeps on saying there is no paper inside the tray, when in fact there is paper in the tray. It attempts to get paper but it just makes an awkward noise. Is this an internal problem from the printer or a software problem. By the way, I tried to redo the software and install a new printer but the program said they could not make connection with the printer.

Help, please.

It sounds like something is messed up inside the printer.  Possibly, a paper sensor is broken or stuck or there is something jammed in the feed rollers.  If you can see anything, I recommend that you have a technician look at it.
