For a web site to archive a large quantity of forum or some usenet articles, do I need to use database software like these?
Which one should I use? Acess or SQL server? I do expect many people will access this database.

If you are getting into a large multi-user application SQL Server would be a much better product.

Should I use SQL to archive forum messages? or is there a better way, say, just store them on web pages and use Index Server to do the search?

Please note that according to our tests and Microsoft's documentation, MSAccess' ODBC driver is not multi-htread safe. It might hang up when accessed via more than one thread. Therefor you may consider using something else. I am not sure SQL server is the most cost-effective for you..
